Is Russia down?

Ukraine claims to have taken down Russia’s military website. This is what it looks like now, the Russian has been translated with google Chrome, which of course uses google translate.

“We apologize for the inconvenience.” LOL, probably wasn’t their fault.  Maybe indirectly though. A while back, it was claimed Belarus had been taken down, the main government site.  Still looks like this.
